Description
This template is a quality tag used to categorize articles that contain some information or content, but still need work for them to be considered complete. Using it will do three things: automatically adds the page to :Category: Partially Complete Articles, adds a status indicator of a solid quill icon () to the top, right corner of the article, and adds a notice indicating the article is still missing information and asks users to help expand the page's content.

The template to indicate when something is no longer a stub, but is not complete. The article will be added to :Category: Partially Complete Articles. It adds a status indicator ◒ half-filled black circle to the top corner of the article to indicate the article is partially written, with the other quality tag having similar icons.
When the page is no longer considered partially complete, the complete tag should be used.
